You don't need to configure an identifier or confederation peers in situations
where there are no external peerings.

I would recommend that you do though because networks change--once an external
peer, part of the confederation or not, is connected to the router it will
require one or both of them anyway. It also makes the configuration clear and
welcomes the use of a single template configuration that can be applied to all
of the BGP speakers in the AS.
