Fixing the level of minimum buffers avoids the possibility of no buffers
being available when high priority traffic is consuming the available switch
buffers, which would otherwise end up with the blocking of new traffic.

Can anyone put this in English:

Fixed minimum buffer limits preclude the possibility of buffer starvation
where high priority traffic consumes all available switch buffers, leading
to the possibility of head-of-line blocking.
