To clarify this a bit, "bgp deterministic med" allows the use of MEDs during
path selection among multiple peers to the same sub-AS in a confederation.
The "bgp always-compare-med" command does what's described below in addition
to enabling the use of MEDs within a confederation; however, the neighboring
sub-ASes can be different unlike when using "bgp deterministic med" alone.
