The following should do what you want:
username goober privi 10 password gooberspass
privi exec level 10 clear
line vty 0 4
login local
no password
end
This will give the user goober a privilege level of 10 rather than 15 when
they log in,
and you have to define what commands that privilege level has. I setup 2-3
privi levels
that give some users the ability to show everything, including the startup
config, but
config nothing, others can config only management characteristics, and
others can do all
of the above as well as reload the router.
