DHCP database agent?

A DHCP database agent is any host, for example, an FTP, TFTP, or RCP server
that stores the DHCP bindings database.

My question is what is a database agent? I guess I am overlooking
something? Why do I have to specify a URL, can't I just locally create a
DHCP server on the router?
