You need to use no appletalk eigrp-splithorizon on your hub
multipoint sub interface. The split horizon you're using is for IP
routing updates not appletalk routing. Also note is you move to plain
vanilla RTMP you'll need no appletalk rtmp-splithorizon on the
multipoint subinterface.

Subject: Appletalk & EIGRP over a NBMA
Hello,
The set-up is 1 hub with 4 sopkes running EIGRAP in a FR cloud
Hub has the following conf.
no split horizon disabled
appletalk local routing
Common settings in hub & sopke
appletalk routing egirp XX (xx is uniuqe )
network wan
appletalk protocol eigrp
no appletalk protocol rtmp
no frame-realy inver-arp
In addition, all routers have proper PVC statements
Issue:
Hub(r1) & one of the spoke(4) works fine with their FR. AT. int comes
up.
sopke 2 & 3 never comes up in terms of AT int. Hub's cable/zone is
gettings verified by either r2 or r3 or even with r4(case by case) as
well as spoke 4 is also getting verified by rest of the routers.
r2 & r3 shows "aquiring port net information", but never gets
established and status of the resp. AT int is down.
I tried without EIGRP also, but the result is the same.
Both spoke 2 &3 is running IOS 12.0(3)T3 and hub is 11.0(3) & spoke 4
is 12.0(1)
Any hints pls?
Tx n RD
