I've heard during the 'break-fix' phase if a FR 'cloud' has been provided a
fault can get induced where Cisco will advertise the same ip address on 2
different DLCIs - giving an intermittant dual-path fault.

If you tie the layer 3 to the DLCI you want, you'll not be relying on
inverse-arp to tie the two together.
