If you're using a 2500 the IOS is run from flash. This means that the flash
will be in read-only mode. You have several options. You can re-boot the
router in boot mode and erase the flash or whatever needs to be done or you
can partition the flash. If you have enough flash, such as 16MB. You could
partition it as 2-8MB partitions, but the image must fit on one partition.
Once this is complete you will have one partition as read/write and the
other as read-only. On the higher end routers the IOS runs from RAM and the
flash is always read/write.
