I think it depends...

I have ISDN services installed to my apartment (two lines) and the
installation was only $95 (for both lines) and it's only $85/month (again
for both lines). But it can add up month after month if I don't pass the
lab, like, next month. :) Buying a simulator, on the other hand, might be
more cost-effective for the long run and you can always sell it later for a
decent price 'cause I can't seem to find any used ones out there.

Just my $0.02...
