I'm no ISDN expert, but when layer 1 is deactivated I am pretty sure that
means that you have no electrical continuity to the switch. Call the Telco.

I have 2 new BRI ISDN lines. Had the ckt extened to my office and plugged
into 2503's BRI port.configured basic-5ess as switch type...reloaded and
tried and sh int bri0
shows i/f up but spoofing ...I took the router over to the demark and
connect the router directly and it still didnt work. layer-1 deactivated.
I am using a 2503 ..It has a BRI port..Am i missing something or should i
work with the telco ? Thanks .
