What say the debug Dialer command ?
Is the destination 224.0.0.5 ??
And what is the source address ?

I have had the same problem a few days ago.
In the uptime of the ISDN Link no hellos are sent
When the Link gone down my R3 dial. I found a static route in my config with
redistribution into OSPF.
That was my problem. Your problem is maybe the same.
Look at redistribution into OSPF !!
