When the break key is disabled in the config register it just means you
can't halt a production router on accident by hitting the break key. It
will still work within the first 30 seconds of the router booting. (If I
remember right, this was also a question on the qualification test)

Standard config registers setting is 0x2102 or 0x102 - the "1" means the
break key is disabled if memory serves right.

The password recovery sections goes into this pretty good.

It's also a good idea to memorize this procedure - I installed Radius
authentication once in the "field", it could not talk to the server and
therefore I lost the ability to get into the router even from the console.
I now know the backdoor into Radius so that won't be a problem anymore -
but at the time it was password recovery from memory.
