If `bgp always-compare-med' is enabled then the check for the neighboring
AS being the same is skipped. All that means is that multiple routes for
the same destination don't have to be from the same neighboring AS to
have MEDs be a factor in route selection. Aside from that, the route
selection algorithm is unchanged.
