C/R bit in SNA SSAP

Hello,
Can you guys explain me a how C/R bit works in SNA environment. Can I assume
that SNA host (client) always send commands (C/R = 0) and SNA Server
responses (C/R=1) I want to use this logic for filtering SNA traffic
originated from SNA server. Is there any other way to identify traffic
generated by SNA server as opposed to SNA workstation?
