that netmask won't cover all the odd subnets... (not even close)... Good

I think what you want here is to cover all of the odd subnets which would be
172.16.1.0 255.255.249.0 and cannot be expressed in CIDR notation. This
would also get 172.16.7.0 but it's closer than your other options.
