DLSW+ Backup peer

Hi all,

I was configuring dlsw backup peers.

R1--------R2 Primary peer
R1--------R3 backup peer

R1's config

dlsw local-peer peer-id 172.13.32.33
dlsw remote-peer 0 tcp 172.13.32.5 <----R2
dlsw remote-peer 0 tcp 172.13.16.3 backup-peer
172.13.32.5 <-----R3

When I see "show dlsw peer" I saw both the peers were
in CONNECT state.

My understanding of backup peers is that the backup
peer will comeup only when primary peer fails.

Any ideas...
