Do you have redistribution taking place somewhere in this network? If you
do, you may have a redistribution feedback occuring. When that occurs, LSAs
are generated and the demand circuit will come up. This will continue to
happen over and over till the end of time. Setup tight distribute-lists or
route-maps to stop this.
