ISDN backup

I have this senerio. I have two routers connected on the same ethernet
segemant.

R1(e0)---------------R2(e0)

Between this two routers, a ISDN line is used to connect this two router as
backup.

R1(e0)---------------R2(e0)
  (Bri0)--------------(Bri0)

The ISDN line will only be up when either side of the ethernet line is down.
  The requirement therefore is the ISDN must be down at both side when
ethernet is OK. when either ethernet connect is down then the ISDN is being
bring up for the line between the routers

Now how can I do that.

I cann't specified both routers to backup interface to BRI0, right? As both
router are connected to a switch, when R1 e0 line is down, R2 e0 status will
still show 'line up protocol up'. Therefore if one side ethernet line is
down, the other router will still show ethernet up.

If I specified only at one side, say R1, then only R1 can detect whether the
to bring up the ISDN line. But the other side will not be able to detect
that.

Can anyone elighten me please???
