Matthew,
Your distribute list is exactly correct. Try reloading the router. I have
also seen problems with this distribute list in with certain versions of IOS
if the interface types are not the same in frame relay. i.e. all physical
interfaces works fine, but a sub-interface and a physical interface don't
necessarily work. I think the key thing though is to reload the router with
the distribute list.
