No.

Fast switching doesn't really influence whether the router will
load balance. I will only influence *how* the router load balan-
ces. (Process switching makes it packet-by-packet, fast switching
by-destination and if you run CEF you can get packet-by-packet if
you want to).

Generally, the router will load balance if it has two equal cost
paths, and if you want to load balance between two unequal metric
paths with EIGRP, you'll have to use the 'variance' command.
