To answer the second part of the question, use the clock set command,
but not in config mode, just from enable mode.
router# clock set 07:00:00 02 may 2000

You have to use NTP peer commands only if you want to use

I configured NTP with authentication on 2 routers, and just for kicks
did not put the authentication command on a 3rd, but it still
synchronizes with the ntp server.
Anyone know why this is happening? Furthermore, how do you set the
time on a cisco router....my book says 'clock set' but I can not find
this command on any of my routers
