config clns over frame-relay hub and spoke topology

   Hi all
     i try to config clns over frame-relay hub and spoke topology,
     R1 and R3 as spoke with two dlci connect to R4, R4 is the hub, i use
   different area address with R1 and R3 ,i also do frame-relay static
   map in R1 and R3, R4.then i found from R4 you can ping both of them .
   from r1 and r3 , they can only ping r4, they cannot ping each other.
   The routing protocol i used is IS-IS. Can sb tell me why ? How can i
   do with it?
