It sounds to me like you may need to remove the backup interface command
under the frame relay interface. If you do, as long as the cost to se
ISDN is greater than the frame relay interface's, the traffic will go
over the frame relay. If the hub frame relay goes down, the OSPF routes
will age out, so when there is a desire to communicate with the hub site
(interesting traffic) it should bring up the ISDN.
I expect that when the frame relay interface is back up, the lower cost
routes via the Frame relay will cause interesting traffic to no longer
be routed over the ISDN so the link should go down.
Try that and see if it will work.
