You do need the signaling (0 5 qsaal) and the ilmi (0 16
ilmi) PVCs for CLIP and LANE.
You can omit the ilmi PVC if you define the full
nsap-address (versus esi-address) on the CLIP
(sub-)interfaces, but this requires you to put those NSAP
addresses in the ATM switch routing table. It's much easier
to use the ilmi PVC.
