PLAR stands for Private Line Auto Ringdown. If you have ever been to an
airport where you pick up a reservation phone and it starts ringing the
other party without you dialing digits, that is referred to as a ringdown in
telco terms. So PLAR does the same thing. Think of it as a Bat Phone.
