if the route is not present in igp, then bgp wont accept it. however, if the
ibgp speaker (advertising these routes) specifies "next-hop self", then the
other bgp routers will have a valid next-hop address, and the entry will be
inserted in the bgp routing table.
sorry if this is not what you were after, but you were pretty vague on your
problem description.
