Typically when connecting routers to telephones systems you would follow
these rules.

Keysystem-trunk---------------FXSrouter----------------routerFXS------------
---------Keysystem--trunk

This option I believe is the best in the 2 wire world

If you wanted to use FXO modules then you would setup like this

Keysystem-trunk--------------FXSrouter------------------routerFXO-----------
----------Keysystem--Extension

This means that you would hit a trunk line on the handset and come in on an
extension at the other end.
(i.e. the extension that the router is physically connected to , you can't
call any extension you like this is one of
the limitations of the 2 wire pbx/keysys)

You usually wouldn't want to come in on the extension at the local end and
exit on the trunk

When you talk about pabx's we are usually talking about 4 wire E&M i.e. you
use the E&M modules.

FXO modules are commonly used for hop off calls
