I would definitely start with a full inventory using
RME. From there you should be able to do almost any
reports they could want.

Personally, I like the Cisco CWSI/RME combo. CWSI can
auto discover their entire network layout and then you
can import the devices into RME easily.

As far as an exact checklist, include at least

Version consistancy.
RAM utilization.
Over utilized links.
Properly configured Frame Relay traffic shaping.
Matching "bandwidth" commands on each end of links
(CWSI does this automatically).
