If you didnt want to, or couldn't turn off ip routing with 'no ip routing'
(maybe because other interfaces on the router were routing IP to other
networks. You can still get this to work.

You would need to enable IRB (Integrated Routing and Bridging)

'bridge irb'

Then you would need to tell the router not to route IP on interfaces that
are configured for bridging:

'no bridge 1 route ip'

Then tell the router to bridge ip on those interfaces:

'bridge 1 bridge ip'
