Here's the scenario from our production network:

The users dial in to Telematics PADs which are connected to a X.25
network. Router M10 (Cisco3640) has its Serial connected to that X.25
network. Another Serial is 2Mbps connection to our central network.
We do not want to run Radius authorization and dynamic router
on M10, so we pass these PPP-over-PAD connections to one of routers in
our public dial-up pools via XOT connections.

Thus, those PAD users authorize on the same RADIUS server as the other
dial-up users.

At the same time, there are some PADs which do not need any
authorization. So, we can give IP and PPP termination right on M10.

Thus, depending on called X.121 address, we either route the PAD calls
to XOT, or provide PPP, or (there are some leased lines customers)
give IP-over-X.25. And those XOT calls are terminated on a router,
authorize and give PPP.

All this requires IOS 11.3 Enterprise feature set.
