They asked for a valid CCO login but you did not have access to CCO. I think i
t is in case you pass, they update your CCO account for you. You are required
to use your Sylvan testing ID (usually your SS#) to login and approve the non-d
isclosure.

If you read the Lab registration letter Cisco sends you, they
specifically note that you ought to have a valid CCO ID. To me, that
sounds like CCO will be avail for use.
