Sure you can do this.
Connect your ATM routers back to back.
Define your PVCs and then map to the layer 3 next hop address.
Check out the CCIE lab study guide. They outline this process either back
to back of with an ATM switch in between.

Is there a way to configure an ATM SVC enviroment with 2 ATM routers
