I got it working. Thanks to the group for all the input.

I didnt need to use the "default-information <al no> out." command. It did
have to be a classful network and the network had to be passed via IGRP to
R4 first. Then issue the default network command and it gets flagged in
both routers and becomes the "gateway of last resort"
