I think you are missing "ntp trusted key".

Subject: NTP with Authentication

Hello All,

I've configured NTP with authentication between two routers and
set the keys to different values to see if I could verify an
authentication failure.

Even though the keys are mismatched, the clocks get synced.

Has done this or point out what I've been missing.

A bit of the config follows:

Server router

ntp authentication-key 1 md5 04770A04042455 7
ntp authenticate
ntp source Ethernet0
ntp master

Client router

ntp authentication-key 1 md5 0723204E450C00 7
ntp authenticate
ntp server 137.20.20.1
