The DR must have direct connectivity. If one of the spokes becomes DR,
it will not be able to form a neighbor or adjacency with the other spoke
(224.0.0.6 and 224.0.0.5 multicasts). Off the top of my head, here's
how:

on spoke interfaces: ip ospf priority 0
-OR-
on hub:
router OSPF XXX
neighbor x.x.x.x priority 0
neighbor y.y.y.y priority 0

Note that not all configs require a DR/BDR election. It depends on what
ospf network type you use-- which can also depend on what type of
interface you use (network type defaults are different for the various
frame-relay encapsulated interfaces)
