This could be IOS related somewhere. I've just done a test and a 2503
running 11.2(17) will not let me configure more than the 5 vty sessions,
but our production 7206 running 11.2(16)P has already been configured
with 7 vty sessions.

It's probably not a clear cut thing, but if the software allows you to
do it, it's easy!

I believe you need at least IOS 11.3 to create more than 5 vty's.
