You will need 'frame-relay map ipx ... broadcast' statements on every spoke.
Otherwise you will not have IPX connectivity between the spokes. Also, make
sure you turn off the IPX RIP or you will be dumping extra broadcast traffic
on the F/R circuits needlessly.

        Next month is a big day... hopefully new CCIE coming...
        I am currently testing on my lab for ipx over frame relay
configuration.
        I did not using subinterfaces.. but i using IPX Eigrp on the hub dan
spoke router and I turn off the split horizon.
        the result is I got all the ipx route.. (perfect..)
        but the problem is I can not ping from one spoke router to another
spoke router.. even ping to the frame relay interface on that spoke router
(that connected to hub router)..
        I have check all the config.. it's look correctly configure..
